New regulations on PFOA and PFOS in AFFF Fire Extinguishers
Fire safety is a critical component of protecting lives and property, and the use of effective fire suppression materials is essential in managing fire incidents. However, certain firefighting foams have come under scrutiny due to the presence of harmful substances such as perfluorooctanoic acid (PFOA) and perfluorooctanesulfonic acid (PFOS). Recognising the potential risks associated with these chemicals, regulatory bodies like the Irish Environmental Protection Agency (EPA) have taken steps to address the use of PFOA and PFOS in AFFF fire extinguishers.
Understanding the risks of AFFF Extinguishers
AFFF extinguishers have long been praised for their effectiveness on flammable liquid fires. But beneath their useful surface lies a growing environmental concern. These extinguishers contain PFAS, often referred to as “forever chemicals,” which don’t break down in nature and have been linked to serious environmental and health risks. Studies have linked PFOA and PFOS to adverse effects on human health, including liver damage, developmental issues, and an increased risk of certain cancers. Additionally, these chemicals have been found to bioaccumulate in organisms, leading to potential ecological impacts.
Regulatory changes
In response to these concerns, the Irish EPA has issued new regulations to restrict the use of PFOA and PFOS in AFFF fire extinguishers. The guidance provided aims to protect human health and the environment while ensuring an effective response to fire incidents.
Ban on production and import
Under the new regulations, the manufacturing and importation of AFFF fire extinguishers containing PFOA and PFOS are prohibited in Ireland. This restriction aims to prevent the introduction of new products containing these harmful substances into the market. By halting the production and importation, the EPA seeks to reduce the prevalence of these chemicals in firefighting equipment.
Transition period for existing equipment
The Irish EPA has outlined a phase-out period for existing AFFF fire extinguishers containing PFOA and PFOS. During this period, users are encouraged to transition to alternative firefighting foams that do not contain these substances. This transition period allows businesses to adapt to the new regulations while ensuring continued fire safety.
Ensuring safe disposal practices
To prevent environmental contamination, the Irish EPA emphasizes the proper disposal of AFFF fire extinguishers containing PFOA and PFOS. These extinguishers should be treated as hazardous waste and disposed of in accordance with relevant waste management regulations. Proper disposal helps minimise the release of these chemicals into the environment, safeguarding ecosystems and public health.
Tracking and reporting requirements
The Irish EPA expects manufacturers and importers of AFFF fire extinguishers to monitor and report the quantities of PFOA and PFOS contained in their products. This information helps the EPA assess the extent of their usage and identify trends over time, aiding in the development of appropriate policies and regulations. By tracking these chemicals, the EPA can better understand their impact and refine strategies to mitigate risks.
Implications for your business
If your business or property is still using AFFF fire extinguishers, now is the time to act! The use of Aqueous Film-Forming Foam (AFFF) containing Perfluorooctanoic Acid (PFOA) and related substances will be completely prohibited from 4 July 2025. This includes testing, training, and application of AFFF, and any remaining inventory must be managed as hazardous waste. Additionally, if you have more than 50kg of AFFF extinguishers, you will be required to notify the Environmental Protection Agency (EPA).
All business owners have a responsibility to prove that their fire extinguishers do not contain PFOA or PFOS. If you cannot prove the content of the fire extinguishers in your business is free from PFOA or PFOS, then you should replace the fire extinguishers with fire extinguishers where there are no class B risks. Ensuring compliance with these regulations not only protects your business but also contributes to a healthier environment.
Take action for compliance and safety
The new regulations on AFFF fire extinguishers mark a significant step towards safer and more environmentally friendly fire safety practices. By understanding the risks and taking proactive measures to comply with these regulations, business owners can protect their properties, employees, and the environment. Transitioning to alternative firefighting foams and ensuring proper disposal of existing extinguishers are crucial steps in this process. Act now to ensure your fire safety equipment is compliant and effective.
